WICHITA HISTORIC PRESERVATION BOARD MINUTES 11 AUGUST 2003 CITY HALL, 455 N. MAIN, 10TH FLOOR-MAPD CONFERENCE ROOM 3:00 P.M. The regular meeting of the Historic Preservation Board was held Monday, August 11th, 2003 at 3:00 P.M. in the Metropolitan Area Planning Department's Conference Room, City Hall – Tenth Floor, 455 N. Main, Wichita, Kansas. ITEM NO. 1 ROLL CALL The meeting was called to order and board members stated their names. Members Present : Jim Guy (Vice Chair) Kim Edgington Paul Cavanaugh Randal Steiner Members Absent : Stan Shelden Mim Hiesterman George Platt Staff Present : Kathy Morgan, Senior Planner, Historic Preservation, MAPD Jeanne L. de Grasse, Planning Analyst Mike Gable, OCI Tricia Waggoner, City Archaeologist ITEM NO. 2 ADDITIONS OR ADJUSTMENTS TO THE AGENDA Motion #1: Motion was made by Cavanaugh, seconded by Steiner, to add HPC2003-00144 to the agenda under Item 7 and training information under Item 8. Motion carried unanimously (4-0). ITEM NO. 3 REVOLVING LOAN FUND UPDATE Kathy Morgan reported the loan balances as of June 30, 2003. Revolving Loan Fund – Residential $94,647.60 Revolving Loan Fund – Non-residential $0 Deferred Loan Fund – Residential $73,365.00 ITEM NO. 4 CORRESPONDENCE There was no correspondence included in the packets for this month. ITEM NO. 5 APPROVAL OF MINUTES FROM THE 14 JULY BOARD MEETING Motion #2: Motion was made by Edgington, seconded by Cavanaugh, to approve the minutes from the 14 July 2003 meeting. Motion carried unanimously (4-0). ITEM NO. 6 OLD BUSINESS There was no old business. ITEM NO. 7 CERTIFICATE OF APPROPRIATENESS APPLICATIONS 1. MINOR: (HPC2003-00128) Environs, Rock Island Depot APPLICANT: Mahaney Roofing FOR: 811 E Waterman Applicant proposes to repair flashing and built-up roofing surface. 2. MINOR: (HPC2003-00130) Environs, Burton Stock Car Bldg #9 APPLICANT: Powder Tech FOR: 800 E 37th Street North Applicant proposes to furnish and install four 4' x 12' metal pan signs. 3. MINOR: (HPC2003-00136) Environs, Orpheum Theatre APPLICANT: Roofworks (a roofing contractor) FOR: 153 N Topeka / 154 N Broadway – SW Bell Applicant proposes to re-roof building with built-up modified roof cover and imbedded gravel. Motion #3: Motion was made by Cavanaugh, seconded by Steiner, to receive and file Certificates of Appropriateness HPC2003-128, -130, -131, -135, and -136. Motion carried unanimously (4-0). 6. MAJOR: (HPC2003-00140) Wichita Jobbers and Warehouse District APPLICANT: Kansas Sports Hall of Fame FOR: 238 N Mead Applicant proposes to attach a frame façade design to entrance of building. Motion #4: Motion was made by Cavanaugh, seconded by Steiner, to approve the project as presented. Motion carried unanimously (4-0). 7. MAJOR: (HPC2003-00141) Environs Kress Bldg, and Wheeler, Kelly, and Hagney Bldg APPLICANT: Steve Anthimides FOR: 223 E Douglas (Lewins Bldg) Applicant proposes to convert store location into a parking garage. Motion #5: Motion was made by Steiner, seconded by Cavanaugh, to defer HPC2003-00141 until the September 8 meeting as the applicant did not provide design plans and did not attend the August 11 meeting. Motion carried unanimously (4-0). 8. MAJOR: (HPC2003-00144) Environs Old Sedgwick County Historic Courthouse, Ark Valley Lodge, Calvary Baptist Church, and Soldiers and Sailors Monument. APPLICANT: Paula Downs, Facility Project Services, Sedgwick County Courthouse FOR: 525 N Main, Sedgwick County Courthouse Motion #6: Motion made by Cavanaugh, seconded by Edgington, that the project as presented does not encroach, damage, or destroy the environs of the Old Sedgwick County Historic Courthouse, Ark Valley Lodge, Calvary Baptist Church, and Soldiers and Sailors Monument. Motion carried unanimously (4-0). ITEM NO. 8 MISCELLANEOUS MATTERS 1. Election of Board Officers : by unanimous vote, Jim Guy was elected Chair, Paul Cavanaugh was elected 1st vice chair, and Randal Steiner was elected 2nd vice chair. 2. Approval of Policy Statement for Staff Review – amendment to by-laws : Terry Cassidy of the City Manager's office spoke in support of the by-laws amendment. Motion #7: Motion was made by Cavanaugh, seconded by Edgington, to adopt the amendment to the by-laws as presented. Motion carried unanimously (4-0). 3. Update on lawsuit regarding 221 N Market / Fidelity Title Bldg : Kathy Morgan gave a brief overview of the situation to date. 4. Update on 1136 N Market Street : owner was unable to qualify for the Historic Revolving Loan program and it is uncertain how the project will now be completed. 5. Two training sessions are planned in the month of October. On Thursday, October 9, 2003, Historic Preservation staff will partner with representatives from Pioneer Group to present an educational seminar on historic properties and tax credits to realtors at the Weigand School of Real Estate. CEUs for realtors will be available. The second training session, scheduled for Monday, October 13, 2003, is for the Historic Preservation board members. It will start at 12:00pm and last until the regularly scheduled HPB meeting at 3:00pm. Christy Davis of the State Historic Preservation Office in Topeka will conduct board training on the Kansas Preservation Statute. Lunch will be provided.
