Advance Plans Committee Summary of Meeting 7:35 a.m., April 24, 2008 Attendance Committee and MAPC Members: Darrell Downing, Bud Hentzen, Hoyt Hillman, Ron Marnell, John McKay, M.S. Mitchell, MAPD staff: Dave Barber, Scott Knebel, Christy Rodriguez, Scott Wadle, Stephen Banks, Dale Miller Other: Susan Erlenwein, Bob Parnacott Discussion Summary 1. The Advance Plans Committee approved the minutes of the January 10, 2008 Committee meeting. 2. Dale Miller led the Committee members through a review of 16 existing MAPC policy statements, some dating back to the 1960’s, to determine which policies are still relevant and those that need updating and/or rescinding. Staff provided the Committee with a recommended action for each of these policies, followed by Committee discussion. The following is a summary of the Committee’s recommended action on these policies: * Rescind Policies 1, 2, 3, 9, 12, 13, 14 & 19 * Retain Policies 4, 5, 7, 8, 10, 11 & 20 * Policy 6 deemed to be void * The Committee unanimously passed a motion confirming these recommended actions to the MAPC as a whole. The Committee felt that the current numbering system needed to be retained in any revised document to be prepared by staff and formally adopted by the MAPC. Unused numbers could be allocated to future policies adopted by the MAPC. 3. Susan Erlenwein, Director of the Sedgwick County Department of Environmental Resources, provided the Committee with an overview of the Solid Waste Management Plan Update, June 2007-June 2008. Susan explained that under state statute, the MAPC has the responsibility to make a finding as to whether the proposed Plan Updates to the Solid Waste Management Plan are consistent with the comprehensive plan. The following seven recommendation areas contained in the Plan Update were reviewed by the Committee for consistency with the Wichita-Sedgwick County Comprehensive Plan: 1. Conduct a new waste analysis 2. Collection of Municipal Solid Waste 3. Collection and Waste Minimization Issue 4. Curbside Recycling 5. Bans 6. Special Waste 7. Final Disposal Staff advised the Committee that there are three strategies (VI.D1; VI.D2; VI.D3) in the Comprehensive Plan that address the issue of solid waste management in Wichita- Sedgwick County. Following a review of these three strategies, the Committee unanimously passed a motion recommending that the MAPC find the Sedgwick County Solid Waste Management Plan Update, June 10, 2007-June 10, 2008 to be consistent with the Wichita-Sedgwick County Comprehensive Plan as amended. 4. The next meeting of the Advanced Plans Committee was not scheduled at this time. Meeting adjourned at 9:12 a.m.
