Wichita Board of Appeals of Plumbers and Gas Fitters Minutes Wednesday, July 11th, 2007 Present: Leon Breedlove, Keith Brewer, Terry Irwin, David Lefler, Jerry Short, Richard Tade and Don Vaughn, Sr. Members Absent: none Staff: Kurt Schroeder, Dan Leidy, Kim Mudd, Billie Vines and Sharon Dickgrafe Guests Present: Rodger Eaton, of Eaton Plumbing; Lonny Wright; John Shepherd, of Local #441; Kevin Reinert, of Spray Equipment & Service Center Inc.; David Crompton, of Titan Supply; Steve Maier, of SGM Reps; Larry Dougherty, of The Tap; Dan White, of Johnson & White (Viega); Ray Frederick of Frederick Plumbing & Heating, Inc.; Rita Campbell, of Roto Rooter; Wanda Farmer, of Roto Rooter; Bob Shepherd, of IAPMO and Ron Means, of Means Construction Services Terry Irwin welcomed the new board members. Terry, thanked the board members who are leaving and for all their time and dedication. Election of officers - Keith Brewer, seconded by Don Vaughn, moved to elect Terry Irwin as Board Chairman, motion passed, 7 - 0. Keith Brewer, seconded by Leon Breedlove, moved to elect Jerry Short as Vice-Chairman, motion passed, 7 - 0. Keith Brewer, seconded by Don Vaughn moved to accept the minutes, motion passed 7 - 0. Titan Supply demonstrated their product of the Crimpsert Style Fittings. After discussion and review of their product, Keith Brewer, seconded by Leon Breedlove, moved to accept their product, motion passed, 7 - 0. A lengthy discussion was held on the new Water Conditioning Proposal. Topics of discussion were certification, grandfather clause, testing, permit prices and length of pipe. The proposal was handed out to the new board members to review. Larry Dougherty, of The Tap, volunteered to work with current board to see this proposal adopted. Terry Irwin appointed Larry Dougherty to the committee. No action was taken. A lengthy and in-depth discussion was held on the recommendations, adoption and review of the 2006 Uniform Plumbing Code book. After discussion, Don Vaughn, seconded by Richard Tade to table any decisions, until the August meeting, until the new board members could digest the information, they had received. Motion passed, 7 - 0. Kurt Schroeder discussed on the past history and direction of the adoption of the Plumbing Code. Richard Tade asked for some clarification between the two codes and said he preferred the International Plumbing Code. Dan Leidy agreed to be fair to the new members they should have a clarification of the International and Uniform. Keith Brewer, voiced his opinion and that the County was adopting the Uniform Plumbing Code and that he really didn't know which is the best. Ray Frederick defended the work the board has put into the amendments to the Uniform Plumbing code and was upset and did not want Dan Leidy involved. David Lefler, said he appreciated the work that had been involved in the amendments and movement toward the Uniform Plumbing Code, but he was supportive of the International Plumbing Code. Don Vaughn also voiced his appreciation to the board for their work on the amendments, but was supportive of the International Plumbing Code. At this time another in-dept discussion was held on the amendments and codes. Larry Dougherty, of The Tap volunteered to be a consultant for any questions or concerning lawn irrigation. Dan Leidy thanked Larry for volunteering. Ray Frederick questioned if we have a Lawn Irrigation contractor represented by Board. Sharon Dickgrafe, of the Law Department was going to check on this issue. Lonny Wright questioned if the Chairman can vote and make motions. Sharon Dickgrafe, of the Law Department responded, if the Board did not have their own by-laws, then they could either adopt Roberts Rules of Order or may make up their own by-laws. Billie Vines announced he wants someone on the Board whose main business is lawn irrigation. Ron Means thanked Mr. Lefler for his mature statement and in regards to the adoption of the plumbing code. Mr. Means at this time thought it was ironic that four (4) new board members were supportive of the International Plumbing Code and there were four (4) board members not returning for another term were for the Uniform Plumbing Code. Keith Brewer wanted to share that he appreciated all of Ron Means hard work on the amendments. Keith Brewer, seconded by Jerry Short, to adjourn, motion passed 7 - 0.
