WICHITA HISTORIC PRESERVATION BOARD MINUTES 17 OCTOBER 2005 CITY HALL, 455 N. MAIN, 10TH FLOOR-MAPD CONFERENCE ROOM 4 P.M. A special meeting of the Historic Preservation Board was held Monday, October 17, 2005 at 4:00 P.M. in the Metropolitan Area Planning Department Conference Room, City Hall, Tenth Floor, 455 N Main, Wichita Kansas. ITEM NO. 1 ROLL CALL The meeting was called to order and board members stated their names. Members Present: Roberta Johnson Jim Guy Elena Ingle Mim Hiesterman (in at 4:05 p.m.) George Platt Claire Willenberg Members Absent: Kim Edgington Staff Present: Kathy Morgan, Senior Planner Valerie Robinson, Secretary ITEM NO. 2 ARENA SITE SELECTION Resolution HPC2005-1 Recommendation to Sedgwick County Commission for location of Downtown Arena. Motion #1: Motion made by Roberta Johnson, 2nd by Claire Willenberg to adopt a resolution to be sent to Sedgwick County endorsing the recommendations made in the 10 October 2005 and the 14 October 2005 letters from the State Historic Preservation Office; opposing any site location in the North Zone; supporting the location of the arena in the south half of the East Zone in conjunction with the southeast corner of the Central Zone excluding building #73; encouraging the use of above ground parking structures; and recommends that the architectural design of the arena be compatible with the surrounding historic structures. Motion carried unanimously (6-0). ITEM NO. 3 ADJOURNMENT Motion #2: Motion made by Jim Guy, 2nd by Elena Ingle. Motion carried unanimously (6-0). Resolution attached. A RESOLUTION OF THE CITY OF WICHITA HISTORIC PRESERVATION BOARD REGARDING THE LOCATION OF THE SEDGWICK COUNTY ARENA. WHEREAS, the City of Wichita Historic Preservation Board has the legal authority to protect and preserve Wichita's historic resources by the terms of Ordinance No. 33-90, as amended, Code Section 2.12.1015-2.12.1025; and WHEREAS, the purpose of the Wichita Historic Preservation Board is to protect, enhance and perpetuate historic landmarks which represent or reflect distinctive and important elements of the City's cultural, social, economic, political, archaeological and architectural history and to promote the use of historic landmarks for the culture, prosperity, education and welfare of the people of the City and visitors to the City; and WHEREAS, the Sedgwick County Arena project has the potential to adversely impact historic structures located in the City of Wichita's downtown area, the City of Wichita Historic Preservation Board recommends the following items for consideration. NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF WICHITA HISTORIC PRESERVATION BOARD: SECTION 1. That the City of Wichita Historic Preservation Board endorses the recommendations of the 10 October 2005 letter as further clarified by the 14 October 2005 letter submitted to Sedgwick County from the Kansas State Historic Preservation Office. SECTION 2. That the City of Wichita Historic Preservation Board strongly opposes the location of the arena in the North Zone and requests that no further consideration be given to that site for the arena location. SECTION 3. That the City of Wichita Historic Preservation Board hereby supports the location of the arena in the south one-half of the East Zone in conjunction with the southeast corner of the Central Zone, excluding the Wichita Labor Temple, identified as building # 73 in the survey. SECTION 4. That the City of Wichita Historic Preservation Board encourages the use of multi-story parking structures where possible to avoid further impact to the historic resources of the area. SECTION 5. That the City of Wichita Historic Preservation Board further recommends the architectural design of the arena be compatible with the surrounding historic structures.
