Discussion Summary 

1.	The Advance Plans Committee approved the minutes of the December 8, 2005 
Committee meeting.

2.	Scott Knebel presented an overview of the eight draft goals and associated 
initiatives as currently contained in the proposed South Central Neighborhood 
Plan. Regarding proposed initiative 7.5 Resource Coordinator, Bud Hentzen 
suggested that a possible funding option for this person might be the imposition of 
a special tax on each dwelling within the neighborhood, much like a business 
improvement tax in a BID or downtown SSMID district.  Committee members 
also expressed concern regarding the length of time that code enforcement, 
environmental court and cleanup initiatives typically take. Ways of expediting 
these initiatives need to be found.

3.	Committee members expressed unanimous support for the draft Plan as currently 
developed.

4.	The next Committee meeting will be held on February 16th at 7:35 a.m.
