MINUTES OF MEETING OF BOARD OF ELECTRICAL APPEALS June 13 2006 - 3:00 p.m. OFFICE OF CENTRAL INSPECTION CITY HALL, 455 NORTH MAIN OCI CONFERENCE ROOM, 7th FLOOR Chairman Roy Meinhardt called the meeting to order at 3:05 pm, with Board members Dale Johnson, John Whittit, Harold Ragland, Dave Urban and Secretary Tom Kerschen present. Also present was Mike Hood elevator inspector, Larry Weber with the Garvey Center and Ben Boesen with Otis Elevator. Board member Jerry Addington was absent. Chairman Roy Meinhardt said the Board would skip down the agenda to item 5a which was to discuss the variance for the fire rated labeled doors on the elevators at the Garvey Center, 250 W Douglas. The Board was given a copy of a letter from Stephen W Smith with Elevator Solutions International Inc, in which he stated he examined the elevator hoistway doors on May 24, 2006. He was able to confirm Western Manufacturing, a predecessor to Elevator Solutions International, built the hoistway doors. He included a copy of his employment history to show Western Manufacturing employed him at that time. He wrote that an unusual feature of this door and its 1 ½ hour fire rating approval was the requirement for secondary fasteners in the back of the door where pop rivets were used in addition to spot welding to secure the door back in place. Board member Whittit asked Mr. Boesen to reiterate what the requested variance is for. Mr. Boesen said they were requesting a variance to the requirement that a label must be on the door stating the fire rating. Secretary Kerschen said that some of the staff at Central Inspection reviewed the material submitted by Mr. Weber, Mr. Smith and Otis Elevator and Central Inspection recommends the Board grant the variance. Board member Whittit made a motion to grant the variance of the label requirements on the hoistway doors. Board member Ragland seconded the motion and it unanimously passed. Chairman Meinhardt said the Board would go back to the top of the agenda and the minutes of the May 9, 2006 meeting were read. Board member Ragland made a motion the minutes be approved as written, it was seconded by Board member Whittit and approved. The recent examination results from Experior Assessments for electrical examinations administered by their office for City of Wichita approved applicants were presented to the Board. Wireman Denied Chairman Meinhardt asked if there was any new business and Secretary Kerschen asked if the Board wanted to continue the discussion on regulating the wiring on electric signs that was brought before the Board a few years ago. Secretary Kerschen explained that at the current time Central Inspection does inspect the wiring to the disconnect switch for the sign but that Central Inspection does not inspect with wiring on the load side of the disconnect switch, for neon lighting, or inside the sign itself. The Board stated they feel that for the safety of the public the wiring should be regulated and inspected and asked Secretary Kerschen to meet with some of the sign companies in the city and report back to the Board. With no other business to conduct, Board member Whittit made a motion to adjourn. Board member Ragland seconded the motion and the meeting adjourned. The time was 4:07 pm.
