The Advance Plans Committee approved the minutes of the July 7, 2005 Committee meeting. 2. Presentation by Jim Weber and Peter Giroux followed by questions/answers on the proposed 2006-2010 Sedgwick County Capital Improvement Program. 3. Brief presentation and questions/answers on the proposed 2005-2014 City of Wichita Capital Improvement Program. Ron Marnell expressed concern that the arterial upgrades to Central Avenue between Oliver and Hillside needed and recommended in the Long Range Transportation Plan have not been included in the City's CIP. The Committee expressed a general concern with the lack of meaningful input and ongoing involvement provided to the MAPC regarding the development of the City and County CIP's. Concern was expressed that there was a disconnect between the CIP and the Wichita-Sedgwick County Comprehensive and Long Range Transportation Plans. It was agreed that a better approach for the future would be to have the principal CIP personnel from the City and County meet with the Advance Plans Committee on a quarterly basis throughout the year in the ongoing development and evolution of the City and County CIP's. 4. The Advanced Plans passed a unanimous motion to find that the 2005-2014 City of Wichita Capital Improvement Program and the 2006-2010 Sedgwick County Capital Improvement Program are consistent with the Wichita-Sedgwick County Comprehensive Plan. 5. Scott Wadle briefed the Committee on the costs associated with the implementation of initiatives contained in the proposed Central Northeast Area Plan Update. A table was presented identifying costs/funding sources associated with each implementation initiative. 6. Proposed zoning code amendments to implement the McConnell JLUS were handed out to Committee members to review prior to the next meeting of the Advance Plans Committee on August 11, 2005 at 7:30 a.m. The Advance Plans Committee meeting adjourned at 8:50 a.m.
