MINUTES OF MEETING OF BOARD OF ELECTRICAL APPEALS September 12 2006 - 3:00 p.m. OFFICE OF CENTRAL INSPECTION CITY HALL, 455 NORTH MAIN OCI CONFERENCE ROOM, 7th FLOOR Chairman Roy Meinhardt called the meeting to order at 3:09 pm, with Board members Dale Johnson, John Whittit, Harold Ragland, Dave Urban and Secretary Tom Kerschen present. Board member Jerry Addington and Shane Chapman were absent. The minutes of the July 11, 2006 meeting were read. Board member Whittit made a motion the minutes be approved as written, it was seconded by Board member Ragland and approved. The recent examination results from Experior Assessments for electrical examinations administered by their office for City of Wichita approved applicants were presented to the Board. That section states: "All switches located outside of a building shall be placed not less than six feet above the finish grade unless they are of the dead front pullout type, or heavy duty type. Exception. Commercial and industrial installations which are accessible only to authorized personnel." Prior to that change the exception stated: "Commercial and industrial installations with switches one hundred amperes and larger, may be padlocked in lieu of dead front type. The concern was that if the reason for the six foot requirement was safety of children by not allowing them access into open face disconnects, wouldn't padlocking the disconnects accomplish this. After a lengthy discussion Board member Ragland made a motion to allow padlocking disconnects on commercial and industrial installations and to clarify the wording in Title 19 on the next code adoption. The motion was seconded by Board member Whittit and unanimously approved. Chairman Meinhardt asked to discuss the change in the 2005NEC on disconnect means for partition furniture. In article 605.6 on fixed-type partitions and 605.7 on freestanding-type partitions the code now states that multiwire branch circuits shall be provided with a means to disconnect simultaneously all ungrounded conductors at the panelboard where the branch circuit originates. If you have clean power from an IG panel and normal power feeding the same partition furniture you will still have to go to both panels to disconnect all the power from the partitions. The Board discussed that suitable handle ties are permissible and the reason behind this is so if one breaker is off on a multiwire circuit, there is current present on the grounded conductor. By disconnecting all ungrounded conductors simultaneously on a multiwire circuit it would provide a greater degree of safety. With no other business to conduct, Board member Whittit made a motion to adjourn. Board member Ragland seconded the motion and the meeting adjourned. The time was 4:35 pm.
