The Advance Plans Committee approved the minutes of the December 11, 2007 Committee meeting. 2. Christy Rodriguez led the Committee members through an overview of work completed to date on the draft 47th to 55th Street South Joint Area Plan. Specific elements reviewed included plan purpose, existing conditions, future growth assumptions, future municipal / community servicing concept, and future land use concept. The following is a summary of highlights from the Committee discussion: ? The plan has agreement regarding future land uses, but several long-term municipal servicing and urban growth issues remain unresolved by this plan. The plan recognizes the need for inter-jurisdictional flexibility when accommodating future demand for water and sewer services in this area. ? The question was raised as to whether the plan area located east of 127th Street could be serviced by the Four Mile Creek sewer plant. This area falls outside the Four Mile Creek drainage basin, and outside the Wichita and Derby 2030 urban service areas. The City of Derby representative thought that Derby might be able to extend services into this particular area at some point beyond the year 2030. ? The question arose as to what mechanism is in place to resolve outstanding issues that may arise between the three municipal jurisdictions in the plan area. It was suggested that the Plan include the recommendation of creating a tri-jurisdictional coordination committee that would meet on an infrequent basis (e.g. minimum semi-annual and also ‘as-needed’) to maintain communications, provide updates on issues of mutual concern, and resolve issues as they may arise. ? The comment was made that the PROS planning initiative currently underway by the City of Wichita may provide further direction regarding the need for future park and open space resources in this joint plan area. 3. Committee members also voiced concerns regarding the land use and transportation impacts that the Sumner County Casino development will have on areas in southern Sedgwick County, and the lack of advance planning to accommodate these impacts. 4. The next meeting of the Advanced Plans Committee was not scheduled at this time. Meeting adjourned at 8:40 a.m.
