MINUTES OF THE BOARD OF APPEALS OF REFRIGERATION, AIRCONDITIONING, WARM AIR HEATING AND BOILERS Feb. 22, 2007 9:00 A.M Those Present: Ray Frederick, Gary Highfill, David Hughes, Randy Holm, Carl Hanna, Blaine Tharp, Frank Rash and Dan Leidy. Also Present: David Finley (KPHCC) Ray Frederick requested minutes to be corrected to read, "Kurt Schroeder said it seems reasonable that the trades boards would be involved and included in the guidelines being specific to Cont. Ed. requirements". Gary Highfill made the motion to approve the minutes with the above corrections. Second by David Hughes. Motion carried. David Finley addressed the board concerning the Cont. Ed House Bill. David said that HB 2251 as forced us to get together. David also stated that Johnson County did not require Journeyman or Masters certificates, only contractors and because of that, they are not players in this Bill. David Finley said HOA (Heart o f America Chapter) is lacking in getting information out to its members. David said that the Cities that have responded so far to reciprocity and one focal web site was favorable. David Finley stated that Tim Pennick was the new building inspector for Lawrence Kansas. Also that HOA was getting together a paper to be submitted by each Local Governing Body to sign off on the Mech. Trades Review Brd. for a one stop shop. It was stated that Mike Robertson is the spokes person for HOA. Gary Highfill asked who is the MTRB. Ray stated that it was: HOA, KPHCC, IAPMO, Local 29 and Local 441. Ray told Randy that he House bill was at this time not considered dead but timing may be better later and also the wording might be better. John Grange sent a new bill over the propane issue for approval through the full senate. Board discussed renewing and when to renew certificates along with cont. Ed. approvals.
