BOARD OF CODE STANDARDS AND APPEALS MINUTES December 5, 2005 Members: Francisco Banuelos, Randy Coonrod, Randy Harder, Richard Hartwell, Bernie Hentzen, Gerald Herzberg, Ed Murabito, Warren Willenberg, John Youle Present: Banuelos, Coonrod, Harder, Hartwell, Hentzen, Herzberg, Murabito, Willenberg Staff Members Present: Deb Legge, Maria Bias, Elaine Hammons The regular meeting of the Board of Code Standards and Appeals was called to order by Chairman Murabito on Monday, December 5, 2005, at 1:32 p.m. in the 1st floor Board Room, City Hall, 455 N. Main, Wichita, Kansas. 1. Approval of the Minutes of the November 7, 2005, meeting. A motion was made by Board Member Coonrod to approve the minutes of the November 7, 2005, meeting as submitted. The motion was seconded by Board Member Harder. The motion carried, unopposed. (Board Member Hartwell was not present during the vote.) 2. Approval of the December, 2005, license examination application as follows: Name Class Test Date Catalino Navarrete Roofing & Siding December, 2005 Board Member Hentzen made a motion to approve the application for testing. The motion was seconded by Board Member Banuelos. The motion passed unopposed. (Board Member Hartwell was not present for the vote.) 3. Condemnation Hearings Review Cases 1. 1155 N. Spruce No one was present to represent this property. BCSA Meeting December 5, 2005 Page Two This property was brought before the Board for the first time at the May 2, 2005, hearing. It was presented again on August 1, 2005, and then again on November 7, 2005. At the November 7th hearing, Ms. Barbara Shugart, the daughter of the deceased owner, was present to represent the property. At that meeting, a motion was made and approved to allow thirty days to mow, remove the overgrowth and debris from the property, remove the shed, repair the porch and then reappear at the December 5, 2005, hearing with an update on the property and the status of the ownership issue. There have been no changes to the property. The premises have not been mowed; no repairs have been made to the porch; the shed is still on the site and is unsecured and open. Ms. Shugart has not made contact with Central Inspection staff since the November Board meeting. Additionally, there is a broken window in the front of the structure. A motion was made by Board Member Coonrod to recommend the property to the City Council for demolition, with ten days to start and ten days to complete demolition. Board Member Harder seconded the motion. The motion passed unanimously. (Board Member Hartwell was not present for the vote.) With no other business to discuss, Board Member Harder made a motion to adjourn the meeting. The motion was seconded by Board Member Coonrod. The motion passed, unopposed. The meeting was adjourned at 1:36 p.m.
