WICHITA HISTORIC PRESERVATION BOARD MINUTES 11 JULY 2005 CITY HALL, 455 N. MAIN, 10TH FLOOR-MAPD CONFERENCE ROOM 3 P.M. The regular meeting of the Historic Preservation Board was held Monday July 11, 2005 at 3:00 P.M. in the Metropolitan Area Planning Department Conference Room, City Hall, Tenth Floor, 455 N Main, Wichita Kansas. ITEM NO. 1 ROLL CALL The meeting was called to order and board members stated their names. Members Present: Roberta Johnson Mim Hiesterman Jim Guy Elena Ingle Members Absent: George Platt Claire Willenberg Kim Edgington Staff Present: Kathy Morgan, Senior Planner, Historic Preservation, MAPD Valerie Robinson, Recording Secretary Staff requested the board members elect a person to chair the meeting as all officers were not in attendance. Jim Guy was unanimously elected to chair the meeting. ITEM NO. 2 ADDITIONS OR ADJUSTMENTS TO THE AGENDA Greg Kite, President of Historic Preservation Alliance of Wichita-Sedgwick County requested to address the board under miscellaneous items. This item to be discussed under Item 8 – Miscellaneous with unanimous consent of board. ITEM NO. 3 REVOLVING LOAN FUND UPDATE Revolving Loan Fund – Residential balance as of June 30, 2005 is $91,029.09 Revolving Loan Fund – Non-Residential - zero balance Deferred Loan Fund – Residential as of June 30, 2005 is $80,8896.54 ITEM NO. 4 CORRESPONDENCE Staff announced the Lewelling House, located at 1245 N. Broadway has been officially listed in the National Register of Historic Places. ITEM NO. 5 APPROVAL OF MINUTES FROM THE 13 JUNE MEETING Motion #1: Motion made by Johnson, 2nd by Hiesterman to approve the minutes as presented. Motion carried unanimously (4-0). Motion #2: Motion made by Ingle, 2nd by Johnson to receive and file Items 7.1 through 7.18. Motion carried unanimously (4-0). Staff noted that Item 7.18 had incorrectly been identified as a Major Certificate of Appropriateness on the agenda and would correct the official agenda and make note that such had been done in the minutes of July 11, 2005 Historic Preservation Board meeting. ITEM NO. 8 MISCELLANEOUS MATTERS 1. Board was introduced to Robert Bettis, CLG Coordinator, Kansas State Historic Preservation Office. Robert is new to the State Historic Preservation office and will be conducting training for board members. A board training session will be scheduled for September or October of 2005. 2. Greg Kite addressed the board regarding the status of the Fidelity Title Building, 221 N Market. He provided a brief history of the court proceedings over the last three years and reported that the Sedgwick County Law Library and the Wichita Bar Association was in negotiation for the sale of the building to the Historic Preservation Alliance of Wichita- Sedgwick County (HPA). Mr. Kite requested financial assistance on behalf of HPA to assist with the purchase and renovation of the Fidelity Title building. Motion #3: Motion made by Johnson, 2nd by Ingle to support the Historic Preservation Alliance of Wichita- Sedgwick County in the purchase and rehabilitation of the Fidelity Title Building through utilization of funds available in the Historic Revolving Loan Program and the Deferred Historic Loan Program. Based on current funds available in the Historic Revolving Loan Programs, which consist of the residential revolving loan program, the deferred historic loan program and the non-residential revolving loan programs, a minimum amount of $100,000 and further instructs staff to fund the project up to $160,000 as additional funds become available through an increase in program funding level and repayment of existing loans. It is understood that such utilization of funds is subject to the final approval of the governing body. Motion carried unanimously (4-0). ITEM NO. 9 ADJOURNMENT Meeting adjourned 4:07 p.m. 1
