WICHITA HISTORIC PRESERVATION BOARD MINUTES SPECIAL MEETING - 27 MARCH 2003 CITY HALL, 455 N. MAIN, 10TH FLOOR-MAPD CONFERENCE ROOM 3:00 P.M. The special meeting of the Historic Preservation Board was held Monday, March 27th, 2003 at 4:00 P.M. in the Metropolitan Area Planning Department's Conference Room, City Hall - Tenth Floor, 455 N. Main, Wichita, Kansas. Members Present : Keith Lawing (Chair) Paul Cavanaugh Randal Steiner George Platt Members Absent : Stan Shelden Kim Edgington Jim Guy Staff Present : Kathy Morgan, Historic Preservation Planner Jeanne L. de Grasse, Planning Analyst ITEM NO. 1 ROLL CALL The meeting was called to order and board members stated their names. ITEM NO. 2 ADDITIONS OR ADJUSTMENTS TO THE AGENDA Motion #1: Motion was made by Lawing, seconded by Cavanaugh, to add HPC2003-000XX to the agenda under Item 3. Motion carried unanimously (4-0). ITEM NO. 3 CERTIFICATE OF APPROPRIATENESS APPLICATIONS 1. MAJOR: (HPC2003-00050) Riverside Cottage APPLICANT: Robert Eberly FOR: 861 N Carter Applicant proposes to build a new 20' x 24' garage, with 15 1/2 ' ridgeline, siding to match house. Motion #2: Motion was made by Platt, seconded by Steiner, that the project does not encroach, damage, or destroy the environs of Riverside Cottage, with the stipulation that the plan meets all required set-backs in the zoning code. Motion carried unanimously (4-0). Platt added that he felt the design will fit in well with the neighborhood. 2. MAJOR: (HPC2003-00052) Topeka and Emporia Historic District APPLICANT: Walter Wattman FOR: 1201 N Topeka Applicant proposes to make repairs to carriage house / garage in three phases: phase 1 - replace siding using hardy plank artificial siding, phase 2 - repairing/ replacing some windows that have deteriorated, phase 3 - re-roofing with composition shingles. Motion #3: Motion was made by Cavanaugh, seconded by Steiner, to approve HPC2003-00052 as presented, Motion carried unanimously (4-0). 3. MAJOR: (HPC2003-00053) Environs, Sternberg House APPLICANT: Greg Gifford FOR: 1034 N Lewellen Applicant proposes to overlay 12" asbestos siding with 10" vinyl siding. Motion #4: Motion was made by Platt, seconded by Steiner, that the project does not encroach, damage, or destroy the environs of the Sternberg House. Motion carried unanimously (4-0). 4. MAJOR: (HPC2003-000XX) Environs, Case International Harvester Bldg APPLICANT: City of Wichita FOR: XXXXXXXX address Applicant proposes the construction of the new City Arts building, designed as presented, in the new Theater District. Motion #4: Motion was made by Cavanaugh, seconded by Steiner, that the project does not encroach, damage, or destroy the environs of the Case International Harvester Bldg, with the suggested design modifications of toning down the prominence of the roof-top element - encorporating a peak in it instead of a curve and reducing the projection.
