MINUTES OF MEETING OF BOARD OF ELECTRICAL APPEALS March 14, 2006 - 3:00 p.m. OFFICE OF CENTRAL INSPECTION CITY HALL, 455 NORTH MAIN OCI CONFERENCE ROOM, 7th FLOOR Chairman Roy Meinhardt called the meeting to order at 3:06 pm, with Board members Dale Johnson, John Whittit, Harold Ragland, Jerry Addington, Dave Urban and Secretary Tom Kerschen present. Also present was Steve Schauner electrical inspector. The minutes of the February 14, 2006 meeting were read. Board member Whittit made a motion the minutes be approved as written, it was seconded by Board member Ragland and approved. The recent examination results from Experior Assessments for electrical examinations administered by their office for City of Wichita approved applicants were presented to the Board. The results were as follows: NAME NUMBER CLASSIFICATION ACTION Bradley Ashcraft 4938 Master Approved Jason Ashcraft 4836 Master Approved David Schanbacher 4035 Master Approved Ronnie Banks Jr 9014 Master Approved Brian Mayfield 0892 Journeyman Denied Under part A of the unfinished business section of the agenda, Secretary Kerschen gave the Board a copy of the sections of Title 19 that are to be amended to stay concurrent with the new State of Kansas statute on mobile home installers license. Also reviewed sections to be amended to stay concurrent with the proposed State statute on continuing education for electricians and required field experience for apprentices. There is also proposed changes in Title 19 for adding company name to the identification of vehicles and also adding replacement of hydraulic cylinder, car operation panel and addition or removal of wall or floor covering under "Alterations and Repairs" section for required permits for elevators. There are a few wording changes the Board requested Secretary Kerschen make and the Board will review again at the April meeting. Under part A of the new business section of the agenda, Secretary Kerschen gave the Board a copy of article 240.24 of the 2005 National Electrical Code Handbook, that pertains to the location of overcurrent devices in or on the premises. Also a copy of the same article and their interpretation from the McGraw-Hill National Electrical Code Handbook that states "Panelboards, fused switches and circuit breakers may not be installed in clothes closets in any type of occupancy - residential, commercial, institutional or industrial". Secretary Kerschen explained that overcurrent devices not being allowed in clothes closets was first added in the 1981 National Electrical Code. There was a lengthy discussion on hazards of circuit breakers in clothes closets, the expense of having to relocate a panel just to add a single circuit and the concern of having uncertified people adding the circuit because the owner does can not afford to have the panel relocated. The Board was concerned with making a blanket exception as many of the old panels have openings in the front of them and/or full of breakers that are exposed, no cover doors. Board member Whittit made a motion to not amend article 240.24. Board member Ragland seconded the motion and it passed unanimously. With no other business to conduct, Board member Ragland made a motion to adjourn. Board member Whittit seconded the motion and the meeting adjourned. The time was 4:29 pm.
