Kellogg Construction

The Public Works Engineering division is responsible for planning, designing, administering, inspecting and overseeing the construction for freeways, bridges, streets, traffic signals, sewers, water mains, storm drains, drainage, park, and railway projects, including privately funded projects for public use.

Activities include project preplanning and initiation, design review, right-of-way and utility coordination, estimating, contract administration, project financing, and engineering advice for the Capital Improvement Program (CIP) and City departments.

The division issues permits for utility street cuts, driveway and sidewalk construction, and performs inspections of contractors’ work on public right of way. The division administers the street lighting system and investigates traffic concerns.

In 2008, construction contracts exceeded $86.6 million for major reconstruction projects as well as streets, sewers, water lines, and other public improvements for newly developed areas of the city. Major projects administered by Engineering include:

  • Central Railroad Corridor
  • West Street reconstruction, Central to Maple
  • Oliver reconstruction, Kellogg to Harry
  • Central/Tyler intersection improvement
  • East Kellogg Freeway
  • Core Area Drainage

Future projects are also in the works. In 2008, 70 design contracts for more than $24 million were awarded, including:

  • East Kellogg Freeway Interchanges at Webb and Greenwich
  • West Kellogg Freeway Interchanges at 119th and 135th

Looking further ahead, the 2009-2018 CIP includes projects to improve:

  • 13th Street, I-135 to Oliver (2010)
  • 17th Street, Broadway to I-135 (2009-10)
  • 47th & Broadway (2010-11)
  • Amidon, 21st to 29th North (2012)
  • Greenwich, Kellogg to Harry (2010)
  • Maize, Pawnee to Kellogg (2009)
  • Maple, McLean to Exposition (2009)
  • Meridian, 47th to 31st (2009-10)
  • Woodlawn at 17th/Farmview (2009)
  • And many others

Public Hearings

Public Works-Engineering schedules public hearings for:

  • Initial project approval, selection from design alternatives, (i.e. traffic during construction, alignment of improvements, number of lanes, etc.) and approval of final project costs and special assessments to property owners
  • Construction Pre-bid meetings
  • Construction Projects

Project Hearings are held at regular District Advisory Board and City Council meetings as well as at special neighborhood meetings and informal Special Assessment meetings.

Capital Improvement Program

The Capital Improvement Program is a compilation of the City’s infrastructure needs and projection of construction for the next ten years. Published copies of the book are available for $35 at City Hall, 455 N. Main, Express Office, 1st Floor.
