These guidelines are for the installation of banners on the Douglas, First Street and/or Second Street overpasses:

Applicant must submit a letter to the City Manager’s Office for permission to hang banners on the overpass(es)* with the following information.

Applicant shall submit a Certificate of Liability Insurance naming the City of Wichita as additional insured during the time the banners are in place.

Applicant shall arrange for the banners to be installed and removed by a licensed sign hanger of their choice. The banners must be hung from the street without trepassing on railroad property.

City Manager’s Office will respond to the request in writing, copying the Engineering Department and the Office of Central Inspection.

In order to hang the banner, the licensed sign hanger will then apply to the Engineering Department for a "Special Display Permit" with a $45.00 fee. The license allows use of the street for both hanging and removing the banner.

The sign hanger must also obtain a permit from the Office of Central Inspection to hang the banner, ensuring that the sign meets City Code. The fee for this permit is waived.

Banner sizes vary but are typically no larger than 5' x 10' in size. Please note, any for-profit logos displayed on the banner may not be more than 20-30% of the total size of the banner.
*NOTE: The overpasses are the property of the Wichita Union Terminal Railway Company.
