Wichita police were summoned around 8:30 AM on Saturday, July 17, to the Main branch of the Wichita Public Library to investigate a suspicious letter that was discovered by a library employee in a drop box. This letter is being treated as a possible communication from BTK and has been turned over to the Federal Bureau of Investigation for official authentication.
"In the letter received by KAKE-TV on May 5, 2004, BTK indicated he had used fake identification in the past to either conduct surveillance or gain entry to residences. We don’t want any of our citizens to fall prey to this ruse," said Lt. Landwehr.
"Based on the information provided to us by the FBI, and the fake I.D.s and fake badge that were sent to KAKE by BTK, we think it is important for citizens to continue to practice personal and home crime prevention techniques," said Lt. Ken Landwehr. "We want parents to teach these skills to their children also."
According to Lt. Landwehr, anyone living alone should make a habit of practicing good crime prevention techniques. A few suggestions include:
- Put deadbolt locks and peepholes on your entry doors and keep your windows secured.
- Have good exterior lighting around your residence.
- Don’t open your door for strangers.
- If someone approaches you at your home for unsolicited business tell them to leave and contact the police.
- Join or start a Neighborhood Watch.
- Do not go into an empty house or apartment if things don't look right - a broken window, ripped screen, or opened door.
